Overview

  • On July 11, all 125 National Assembly members unanimously amended Article 33 to vest the government with power to revoke Khmer nationality by future law.
  • The change applies to lifelong citizens, dual nationals and naturalized Cambodians and took effect immediately upon passage.
  • Justice Minister Koeut Rith announced that a draft bill targeting individuals found guilty of colluding with foreign entities will be submitted to parliament imminently.
  • Amnesty International and other rights groups warn the amendment risks silencing dissenters, rendering critics stateless and breaching international norms.
  • The measure follows former leader Hun Sen’s call amid a border dispute with Thailand and underscores the ruling party’s ongoing consolidation of power.
