Jan Johnson, 62, was arrested and charged with animal cruelty, criminal threats, threatening a public official, and possession of a short-barrel shotgun.
Sixteen horses were rescued and are receiving care at Oakdale Equine Rescue, while four horses and one bull were euthanized due to severe neglect.
The investigation revealed that the animals had limited access to food and water, with additional animals still being evaluated by veterinarians.
Johnson, who has a history of legal troubles, including a 2006 financial elder abuse conviction, is scheduled to appear in court on Friday.
