California Test Scores Rise Statewide, Yet Pre-Pandemic Benchmarks Remain Elusive

Officials credit pandemic-era investments for the rebound.

Overview

  • State data show year-over-year gains across nearly every grade and student group, with 48.8% proficient in English language arts, about 37% in math, and 32.7% in science.
  • Despite the improvement, statewide proficiency in English and math remains roughly two to three percentage points below 2018–19 levels, and more than half of students still fall short of standards.
  • Los Angeles Unified and Compton Unified outpaced the state, reporting scores that meet or exceed pre-pandemic levels, including LAUSD at 46.5% in ELA and 36.8% in math and Compton at 51% in ELA and 41.1% in math.
  • Equity signals were mixed as income-based gaps widened across subjects, racial gaps narrowed slightly in some areas, English-learner outcomes showed little change, and attendance challenges persisted.
  • Gov. Gavin Newsom signed a new law requiring phonics-focused reading instruction and set aside $200 million for teacher training, while analysts warned that gains rely on one-time funds with federal support expired or at risk.
