California Sues El Cajon Over Out-of-State Sharing of License Plate Reader Data

Prosecutors say the city broke SB 34 by letting out-of-state agencies access license plate data.

Overview

  • Attorney General Rob Bonta filed suit in San Diego Superior Court on Friday, naming the city, its police department and Police Chief Jeremiah Larson.
  • The complaint says El Cajon provided ALPR access to agencies in more than two dozen states, including Texas, Florida, Georgia, Utah, Virginia, Washington and Wisconsin.
  • Bonta argues the cross-border sharing violates California’s 2015 law governing ALPR systems and threatens privacy.
  • He warned the data could be used to track immigrants, people traveling for reproductive care, or protesters.
  • Mayor Bill Wells dismissed the case as political retaliation, said about 100 cameras aid policing, and said the council will decide whether to fight the suit.
