California Jogger Charged with Manslaughter for Shooting Homeless Man

  • The video reportedly shows Avalos throwing a shoe at Elliott, who then retrieved a gun from his pushcart and shot Avalos three times.
  • Elliott, who had an active concealed carry permit at the time of the shooting, was arrested on November 17 and released on bail three days later.
  • He is scheduled to be arraigned on December 15 and faces a maximum sentence of 21 years in state prison if convicted.
