Video footage shows the officer and Dominguez struggling on the ground before the officer shoots his gun at the ground next to Dominguez, then stands and fires at least four shots at Dominguez as he lies on the ground.
Dominguez's family confirmed that he carried a Taser for protection after being threatened at the sober living facility where he lived.
The California Department of Justice is investigating the circumstances of the shooting.
