Calgary Moves To Repeal Citywide Upzoning After 13–2 Committee Vote

City staff will draft a rollback bylaw that may jeopardize access to federal Housing Accelerator funds.

Overview

  • The executive committee voted 13–2 to advance a Notice of Motion, with Cllrs. Atkinson and Schmidt opposed.
  • City council will debate the proposed repeal on Dec. 15, sponsored by Mayor Jeromy Farkas and councillors Andre Chabot, Dan McLean, Kim Tyers, Rob Ward, Mike Jamieson and Landon Johnston.
  • Administration was directed to draft an amending bylaw to reinstate pre–Aug. 6, 2024 land-use districts and to exempt projects with approvals or filed applications, as well as parcels redesignated by applicant after Aug. 6, 2024.
  • The amended bylaw is scheduled to return directly to a public hearing in March 2026 after the timeline was extended from February.
  • COO Stuart Dalgliesh said revisiting citywide rezoning could put Housing Accelerator Fund money at risk, though the extent of any impact remains unclear.
