Overview
- On July 12, independentist and loyalist delegations joined Overseas Minister Manuel Valls near Paris to sign a ten-day summit accord creating a sui generis “State of New Caledonia” within the French Republic.
- The agreement establishes a new Caledonian nationality that can be held alongside French citizenship and rules out any further independence referendums apart from the pact’s ratification vote.
- It reopens the body of eligible voters to residents born on the territory or those with at least ten years of continuous residence, reversing the electoral roll freeze since 2009.
- A “pact of economic and financial refoundation” outlines a strategic plan for the nickel industry and funds targeted reconstruction of infrastructure and finances after the May 2024 unrest.
- The draft must be endorsed by each delegation’s base in New Caledonia, validated by the French Parliament in Congress this autumn and approved by a local referendum scheduled for early 2026.
