Caixa Strike Remains National After Workers Reject Final Offer

Rejection centers on proposed changes to the Saúde Caixa health plan, keeping branches closed and forcing heavy reliance on digital and alternative service channels.

Overview

  • Employees of Caixa Econômica Federal began a nationwide, indefinite strike that started on Thursday and continued after a new bank proposal was rejected in local assemblies.
  • Caixa gave a so-called final offer that included a R$3,000 one-time premium, early payment of adjusted wages and PLR, and an increase in the bank’s Saúde Caixa contribution from 6.5% to 8% but unions said this did not address staff concerns over higher costs and working conditions.
  • Banco do Brasil saw a partial, region-by-region paralysis that mostly ended after many local unions approved a separate ACT, though a minority of BB bases remain mobilized.
  • In-person services at many Caixa branches are suspended across multiple states while the bank and unions urge customers to use apps, internet banking, ATMs, lotéricas and correspondent networks to make payments and access accounts.
  • The sector-wide CCT negotiated by Fenaban secures full INPC inflation adjustment plus 0.6% real for 2026–2027 for 171 banks, but unresolved Caixa-specific ACT clauses leave negotiations ongoing and open the possibility of a judicial dissídio if no agreement is reached.
