CAG Flags Fiscal Stress in Tamil Nadu as 2023–24 Deficit Breaches 3% Cap

The audit urges resource mobilisation with tighter control of committed outlays to restore room for investment.

Overview

  • Tabled in the Assembly on October 17, 2025, the CAG’s State Finances report pegs Tamil Nadu’s 2023–24 fiscal deficit at ₹90,430 crore, or 3.32% of GSDP, above the 3% limit.
  • Revenue receipts rose to ₹2,64,597 crore in 2023–24 against revenue expenditure of ₹3,09,718 crore, widening the revenue deficit to ₹45,121 crore.
  • The report says overall debt grew at 15.62% annually since 2019–20, with the debt-to-GSDP ratio at about 28% in 2023–24, narrowing fiscal headroom.
  • Borrowings largely funded current consumption and repayments, with capital outlay at ₹40,500 crore—11.28% of total spending and only 31% of total borrowings.
  • Rising subsidies and other committed costs reduced fiscal flexibility, as the audit also flagged gaps in gender budgeting and SCSP/TSP utilisation and called for levies such as the Nilgiris ‘Green Tax’ to be routed through the Consolidated Fund.
