Overview
- The CAG report, tabled in the Madhya Pradesh Vidhan Sabha, draws on June 2023 inspections in Bhopal, Indore and Jabalpur and faults MPSEDC’s weak enforcement and lack of strategic planning.
- Firms promised 15,149 jobs but only 576 existed by March 2023, with just 20 units operational across the parks.
- Among 101 firms allotted 123 plots and expected to create 6,536 jobs, only 96 jobs materialized as construction never began in 84 cases, 10 were still under way, and seven had finished buildings.
- Eleven of 20 completed units were running non‑IT activities despite subsidies, with examples including a nursing college, a medicine storehouse and LED component assembly; MPSEDC paid these firms Rs 3.96 crore in land subsidy plus Rs 61.44 lakh in other incentives.
- Encroachment covered 13.57 acres in Bhopal and Indore IT parks, causing a Rs 3.62 crore loss and Rs 2.28 crore in foregone premium revenue.
