Cachalia Faults Docket Return, Pushes Revival of Political Killings Task Team

Cachalia told lawmakers he is moving to revive the unit after questioning Senzo Mchunu’s unilateral decision-making.

Overview

  • Acting police minister Firoz Cachalia said National Commissioner Fannie Masemola acted inappropriately by publicly announcing the return of 121 PKTT dockets to KwaZulu-Natal before providing the report he had requested.
  • Masemola’s report to Cachalia recommended reestablishing and nationalising the PKTT, and Cachalia said he is pursuing that course in discussions that include Gauteng’s premier after recent councillor killings.
  • Testifying to the Madlanga Commission, Gen. Dumisani Khumalo argued the PKTT’s specialised expertise cannot be replicated by regular detective units and recounted that Senzo Mchunu said the president was in agreement with disbanding the team.
  • Khumalo detailed that Mchunu’s directive ordered the redistribution of equipment, reassignment of personnel and hand delivery of case dockets, which were held in Lt-Gen Shadrack Sibiya’s office during the disestablishment process.
  • Mchunu has been placed on special leave and told inquiries he cited budget constraints and consulted no colleagues, as parallel judicial and parliamentary probes scrutinise the disbandment decision and the handling of the dockets.
