Overview

  • The scheme will operate through a two-tiered structure, with ANRF’s Special Purpose Fund providing 50-year, interest-free capital to second-level managers for long-term concessional loans and equity financing.
  • It targets strategic and sunrise domains such as energy security, AI, quantum computing, space technology, biotechnology, synthetic biology, pharma, medical devices and digital agriculture.
  • Oversight is split between ANRF’s Governing Board chaired by Prime Minister Modi for strategy and an Executive Council plus an Empowered Group of Secretaries led by the Cabinet Secretary for approvals and performance reviews.
  • A Deep-Tech Fund of Funds will be set up to support projects at higher Technology Readiness Levels and bridge the ‘valley of death’ from prototype to commercialisation.
  • The Union Cabinet also approved a National Sports Policy, with detailed rollout plans for infrastructure upgrades and performance enhancement to be announced soon.
