Cabinet Approves ₹69,725-Crore, 10-Year Plan to Revive India’s Shipbuilding

Cheaper finance with new yard capacity aims to shift orders to Indian builders.

Overview

  • The four-pillar package totals ₹69,725 crore with allocations for the Shipbuilding Financial Assistance Scheme (₹24,736 crore), Maritime Development Fund (₹25,000 crore), and Shipbuilding Development Scheme (₹19,989 crore).
  • SBFAS is extended to March 2036 with assistance of 15% for vessels under ₹100 crore, 20% for larger builds, and 25% for green or hybrid vessels, subject to 30% domestic value addition.
  • A Shipbreaking Credit Note lets owners use 40% of a vessel’s scrap value from Indian dismantling toward a new build in India, supported by ₹4,001 crore.
  • A National Shipbuilding Mission will be set up to coordinate demand and procurement, alongside planned updates to the Merchant Shipping, Carriage of Goods by Sea, and Indian Ports laws.
  • The government expects about ₹4.5 lakh crore in investment, more than 2,500 additional vessels, and roughly 30 lakh jobs over the coming decade.
