Builders Warn of US$21 Billion Infrastructure Shortfall in Argentina for 2025

CAMARCO quantifies a maintenance gap far above the budget and warns of heavy economic losses if neglect continues.

Overview

  • CAMARCO says maintenance and urgent recovery in 2025 require US$20.941 billion, or 3.78% of GDP, versus roughly US$2.2 billion in the national budget, much of it not executed.
  • The group estimates that failing to maintain and replace assets erodes up to US$25 billion in productive capital annually, with infrastructure deteriorating about 4% per year, or roughly US$70 million per day.
  • Official data show the Water Infrastructure Trust Fund took in ARS 98,538.5 million in 2024 and ARS 92,239.4 million in 2025 to date, but capital spending totaled just ARS 12,709 million and ARS 14,090.3 million respectively.
  • A 2024 National Highway Directorate survey of 19,171 kilometers rated 47.5% of national routes as good, 23.5% regular, and 29% bad.
  • CAMARCO reports about 120,000 direct construction jobs lost since the current administration began and argues private investment remains constrained by legal and financing conditions, as fiscal plans target capital outlays near 0.4% of GDP.
