Buenos Aires Tops UBA’s 2025 City Management Index as Mendoza Ranks Second

The UBA’s Smart Cities index updates its 2025 assessment to guide urban policy using a five-dimension scale from 0 to 5.

Overview

  • The second edition of the Strategic City Management Index rates Buenos Aires at 3.65, followed by Mendoza at 3.34 and Córdoba at 3.25.
  • The remaining rankings are San Miguel de Tucumán at 3.17, Rosario at 3.16, San Juan and Santa Fe at 2.98, Salta at 2.85, Mar del Plata at 2.74, and Resistencia at 2.54.
  • Aggregate scores across the ten urban areas ticked up by 0.06 points from 2024, while Buenos Aires’ results held steady year over year.
  • The index measures political-institutional, economic development, social, environmental, and technology/infrastructure pillars, further detailed into 31 variables and 159 indicators.
  • Mendoza excels in institutional and environmental categories and places third in social, but it falls to sixth in economic development with a 3.12 score.
