Buenos Aires Sets Nov. 1 Start for Ingresos Brutos Withholding on Digital Wallets

The move aligns wallet transfers with bank-account withholdings via SIRCUPA.

  • Payment service providers that offer accounts of payment will act as collecting agents, applying rates that range from 0.01% to 5% by risk group under the new regime.
  • The measure covers CVU-based services such as Mercado Pago, Personal Pay and Lemon, whereas CBU-linked wallets like Cuenta DNI, Ualá and Naranja X already apply withholdings when applicable.
  • ARBA director Cristian Girard stressed this is not a new tax and that amounts withheld will be credited in monthly filings, with ordinary personal transfers not subject to deductions and certain exceptions set in the rules.
