Buenos Aires Province Establishes Official AI Governance Framework

The decree gives the provincial digital office authority to register, approve and issue rules for AI in public agencies, signaling a move to modernize services under ethical and safety standards.

El Gobierno bonaerense oficializó un marco para regular el desarrollo, la implementación y el uso de sistemas de inteligencia artificial en la administración pública. La medida crea un registro obligatorio y fija principios de uso ético, transparente, seguro y centrado en las personas.

Overview

  • The province published Decreto 742/2026 on Tuesday, July 14, creating the Marco Provincial para el Desarrollo, Uso y Gobernanza de la Inteligencia Artificial as the central rule for AI in provincial public administration.
  • The Ministry of Government’s Subsecretaría de Gobierno Digital is named the implementing authority with power to approve projects, set technical standards and issue operational and interpretive rules for AI systems.
  • A mandatory Provincial AI Registry will require agencies that build or use AI to record each system’s purpose, status, changes and key characteristics to increase transparency and traceability.
  • The decree frames AI as an assistance tool that must meet ethical, transparency, data protection and human-supervision requirements and requires risk evaluation for impacts on labor, decision-making and security.
  • The package, signed by Governor Axel Kicillof and Minister Carlos Bianco, invites municipalities to adhere, preserves earlier 2025 resolutions where the decree is silent, and includes updated medication traceability rules with a 180-day compliance period.
