Buenos Aires Province Enacts Classroom Phone Ban for Primary and Early Childhood Schools

Lawmakers say the policy is meant to curb distraction and improve learning based on recent PISA and Aprender results.

Overview

  • Provincial lawmakers sanctioned the measure on September 18, prohibiting students’ use of cellphones and other screens during the school day in public and private early childhood and primary schools.
  • Use of devices is permitted only when a teacher explicitly authorizes them for pedagogical purposes.
  • The law mandates awareness campaigns on the risks of excessive screen time for children up to age 12, to be disseminated in schools, health centers, and official digital channels.
  • The initiative, sponsored by senators Emmanuel González Santalla and Lorena Mandagarán, advanced after months of committee work and received unanimous committee reports before final approval.
  • With this move, the province joins jurisdictions such as CABA, Neuquén, and Salta that have already imposed school-level limits on student device use.
