Overview

  • The City Legislature approved the law on July 17 to extend unlimited free subway travel to retirees, low-income pensioners and retired armed forces or security personnel in Buenos Aires.
  • Beneficiaries must be over 60, reside in the city and have monthly incomes no greater than 2.5 times the minimum pension set by ANSES.
  • Access to the benefit requires a personal magnetic-card pass valid for five years and renewable indefinitely if eligibility criteria remain met.
  • The Gobierno de la Ciudad has 90 days to publish regulations and agencies are preparing the digital enrollment and card-issuance process.
  • Officials estimate the measure will cost less than 1% of the city’s annual surplus, reflecting a bipartisan effort to balance social support with fiscal sustainability.
