Buenos Aires Extends Ingresos Brutos Withholding to Digital Wallet Credits

Officials say the measure aligns fintech accounts with banking regimes used in most provinces.

Overview

  • ARBA’s Resolution 25/2025 makes payment service providers such as Mercado Pago, Ualá and Naranja X agents to report, withhold and remit tax on amounts credited to users’ accounts.
  • The rollout begins on October 1, 2025 for PSPs already listed as collection agents and on November 1, 2025 for those not yet listed.
  • The regime applies to credits in pesos and foreign currencies except U.S. dollars and covers both local taxpayers and those under the Convenio Multilateral.
  • Exemptions include wages, pensions, loans, error reversals, interest on account balances, export proceeds and term deposits.
  • ARBA raised the cap for expedited online refunds to ARS 3.5 million after advisers warned of liquidity strain from accumulated credits, and Buenos Aires becomes the 20th province to join the Sircupa system.
