Buenos Aires Deploys Police to Enforce Cleanup Rule for Public Bins

Police are ordering anyone who disturbs public waste bins to clean the area immediately or face penalties under Article 94 of the Contravention Code.

Overview

  • Jorge Macri directed the Ministry of Security and City Police to demand on-the-spot cleanup from anyone removing or scattering waste from public containers, with sanctions for refusal.
  • Article 94 of the Contravention Code prescribes 1–15 days of community service or fines of ₱59,260–₱890,544 for soiling public or private property, doubling in aggravated cases.
  • The city has installed 7,000 antivandal containers with spring-loaded lids and launched an intensive deodorization program to curb bin tampering and street litter.
  • In operations on August 4–5, officers confronted people rummaging in bins, questioned them on site and ordered them to rebag and replace trash under threat of Article 94 sanctions.
  • Opposition figures and advocacy groups denounce the policy as punitive toward informal recyclers and people experiencing homelessness and call for inclusive social and recycling programs instead.
