Buenos Aires Approves DNI-Based Free Subte Access for Eligible Retirees

The reform gives the city responsibility for verifying eligibility to widen free subway access for low‑income retirees.

Overview

  • The Legislatura approved Despacho Nº 0339-26 on Thursday, August 27, modifying Law Nº 6.817 to simplify how retirees and pensioners request free rides on the city's subway.
  • The benefit covers retirees, pensioners and certain retired security and military personnel who earn up to 2.5 minimum wages and will allow them to use their DNI to pass through turnstiles without paying.
  • The change removes prior digital and documentary hurdles by eliminating required TAD registration, ARCA constancies and ANSES negative certificates and making initial registration possible with just a DNI and a pay stub.
  • The City will take over data checks with national agencies such as ANSES and ARCA and expand in-person registration to all terminal subway stations and local community offices.
  • The law is not yet in force because it must be promulgated and the executive has up to 60 days to reglament the measure and adapt turnstile technology, a step that will determine how quickly more seniors can use the simplified pass.
