Philadelphia allowed Tampa Bay to speak with Clay, who has held the Eagles' special teams job since 2021.
Clay was hired at age 29 and entered the role as the NFL's youngest coordinator at the time.
Performance under Clay has been uneven, with notable 2022 struggles, improvement in 2023, a 2025 PFF special teams grade of 79.5 (17th), big-play blocks, a strong year from punter Braden Mann, and kicker Jake Elliott's inconsistency.
A Buccaneers offer would create another vacancy for the Eagles, who already removed offensive coordinator Kevin Patullo this week.
