Brussels to Host Western Conference on Ukraine Reconstruction

It aims to align security guarantees with EU-accession planning, reconstruction financing, European support ahead of U.S.-Russia-Ukraine working-level talks on energy ceasefires.

Overview

  • The European Commission will convene representatives from Ukraine, the United States, the UK, Germany, France, NATO and the World Bank in Brussels on Nov. 4 to coordinate postwar reconstruction planning.
  • Ukrainian President Volodymyr Zelensky met German Chancellor Friedrich Merz in Berlin on Nov. 3 and won pledges of extra air-defence capability and winter support while urging stronger European involvement in peace talks.
  • A working-level U.S.-Russia-Ukraine meeting is scheduled for Nov. 10–11 in the UAE and is expected to focus on an energy-sector ceasefire and safe navigation in the Black Sea, but agreement by all sides is uncertain.
  • Repeated Russian strikes on Ukraine’s power and energy infrastructure have made urgent winter relief, more air defences and steps to protect civilian energy systems central to planning and financing talks.
  • Western governments and multilateral lenders are seeking to link immediate security guarantees with long-term reconstruction funding and possible EU-integration pathways, with a Germany-led 'coalition of the willing' leaders' meeting to follow next week.
