Overview
- Ge’s brother filed a Freedom of Information Act lawsuit in federal court on Wednesday seeking all records on 32-year-old Chaofeng Ge’s detention, treatment, and death at Moshannon Valley Processing Center.
- According to the complaint, DHS and ICE failed to respond to a September FOIA request by the statutory deadline and have not acknowledged the request.
- ICE’s detainee death report says staff found Ge unresponsive in a shower at 5:21 a.m. on Aug. 5 and he was pronounced dead shortly after 6 a.m.
- The suit alleges Ge was discovered hanging with his hands and legs tied behind his back and asserts he was isolated because no staff could speak Mandarin or provide necessary mental-health care.
- Moshannon Valley is a large GEO Group–operated facility that has faced scrutiny over conditions and limited access, as reporting this year shows deaths in ICE custody have risen to at least 20.
