- Alicia Kemp, 25, was sentenced in Perth District Court to four years in prison, backdated to June 2025, with parole eligibility after two years and a two-year driving disqualification after pleading guilty to dangerous driving causing death while under the influence.
- Court records show Kemp’s blood alcohol concentration was 0.185, more than three times the legal limit, and she was riding with a passenger who sustained serious injuries including a fractured skull and broken nose.
- Prosecutors said Kemp struck 51-year-old Thanh Phan from behind on a Murray Street footpath at an estimated 20–25 km/h; he later died in hospital from a brain bleed.
- Judge Wendy Hughes told Kemp she was a “cautionary tale,” stating that e-scooters are “not toys” and that she was responsible for the death of “a good man.”
