Brewers Urge One-Year Deferral of BIS Can Rule to Ease Beer Packaging Shortage

A new certification mandate has choked imports, leaving domestic canmakers at full capacity.

Overview

  • The Brewers Association of India has asked DPIIT to delay the BIS certification requirement for imported aluminium cans to April 1, 2026.
  • The industry also seeks a temporary allowance to import from overseas suppliers that have filed BIS applications while approvals are processed.
  • Brewers report a 12–13 crore shortfall of 500 ml cans, which account for about 20% of beer sales by volume.
  • Key domestic suppliers BALL Beverage Packaging India and Can-Pack India are at capacity and expect 6–12 months to add new lines.
  • BAI pegs potential losses to central and state revenues at Rs 1,200–1,300 crore, saying the current import waiver only until September 30, 2025 is insufficient.
