Brazil’s Lower House Committee Backs Cassation of Carla Zambelli, Sending Case to Plenary

The committee’s decision advances the final vote to the full Chamber, where an absolute majority will determine whether she loses her seat.

Overview

  • Lawmakers on the Constitution and Justice Commission rejected Diego Garcia’s opinion by 32–27 and adopted Cláudio Cajado’s report recommending loss of mandate.
  • The case now goes to the Chamber floor, where at least 257 votes are required for cassation, which takes administrative effect after publication by the Mesa Diretora.
  • Party leaders reshuffled seats shortly before the vote, with União Brasil replacing several CCJ members in a move reported as pivotal to isolating Zambelli.
  • Zambelli was convicted by the Supreme Federal Court to 10 years over the CNJ system hack and separately to 5 years and 3 months for illegal gun possession and constrainment.
  • Detained in Rome since July, she awaits an extradition ruling as Italy seeks details on Brazilian female prison conditions; Moraes is due to respond by Dec. 14 and a hearing is set for Dec. 18, with the Italian prosecutor favoring extradition.
