Brazil's Chamber of Deputies Approves Decree to Suspend Conanda Rule on Abortion Care for Child Victims of Sexual Violence

Backers say the council exceeded its authority by reshaping rules for legal abortion in cases of child sexual violence.

  • The Chamber passed the legislative decree 317–111 after an urgency motion of 313–119, sending the proposal to the Senate.
  • The measure suspends Conanda Resolution 258/2024, which directed rapid, humanized care, waived police reports, judicial authorization or parental consent when they created barriers, and opposed gestational time limits.
  • The proposal was authored by Deputy Chris Tonietto (PL-RJ) and reported by Luiz Gastão (PSD-CE) with support from Christian caucuses and parties including PL, PP, PSD, Republicanos, União Brasil and MDB.
  • The Ministry of Women warned the annulment creates a vacuum that hinders access for victims, citing over 232,000 births to girls aged 14 or younger from 2013–2023 and only 154 girls accessing legal abortion in 2023.
  • Supporters argued the resolution effectively expanded access beyond Penal Code allowances and undercut parental authority and conscientious objection.
