Brazil’s Chamber Ethics Council Moves to Open Cases Over August Plenary Occupation

The step reflects a late bid by President Hugo Motta to reassert control.

Overview

  • On Tuesday, the Ethics and Parliamentary Decorum Council is slated to initiate disciplinary proceedings against Marcos Pollon, Marcel van Hattem and Zé Trovão over the August occupation of the Chamber’s board.
  • Pollon faces two representations that could total 120 days of suspension—90 days for offensive remarks against the Chamber presidency and 30 days for blocking the president’s chair—while Van Hattem and Zé Trovão each face potential 30-day suspensions for obstruction.
  • The cases were forwarded by the Chamber’s leadership based on corregedor Diego Coronel’s September 19 report, which also recommended written censure for 11 other deputies involved.
  • If the processes are opened, the Council will draw three-name lists to select rapporteurs under rules that bar relators from the accused’s state, party or the filing party.
  • The leadership’s resolution was signed by all board members except vice presidents Altineu Côrtes and Elmar Nascimento, and the episode has revived talks on tougher automatic sanctions and updates to the Regimento and Código de Ética.
