Brazil’s 2025 Internet Survey Shows Broad Access, Persistent Gaps, and Significant AI and Betting Use

The TIC Domicílios findings underscore disparities that shape who benefits from connectivity.

Overview

  • Internet use reached about 85% of Brazilians in 2025—roughly 157 million people—with access in 86% of households, leaving 14% of homes offline, or about 28 million people.
  • Generative AI was used by 32% of internet users—around 50 million people—with usage concentrated among higher-income groups (69% in class A vs 16% in classes D/E) and those with higher education (59% vs 17% with only primary schooling).
  • Nineteen percent of internet users reported placing online bets in the prior three months—about 30 million people—with higher participation among men (25%) than women (14%).
  • Mobile connectivity remains fragile for many users as about 64 million people with cell phones (39%) said their data ran out at least once in three months, a problem reported more often on prepaid plans.
  • Digital services are widely used, with 75% making payments via Pix and 56% accessing the Gov.br platform for public services.
