Brazilian Jurisdictions Unveil Refis Offers and 2026 IPVA Calendars

Overview

  • Campinas extended enrollment for its 2025 Refis to December 22 via decree, offering up to 70% reductions on interest and fines and setting loss of benefits for significant installment delays.
  • Paraná set IPVA 2026 payments to begin on January 9 with a reduction of up to about 49% versus 2025, including a 6% discount for lump-sum payment, five monthly installments, and revised late penalties of up to 20%.
  • Bahia announced a 15% discount for full IPVA 2026 payment by February 10, an 8% discount on the first parcel for those who opt to split, and the option to pay in up to five installments starting in March.
  • Espírito Santo published its 2026 IPVA schedule starting in April with a 15% à vista discount, payment in six installments, rates of 1% for bikes, buses and trucks and 2% for cars, and exemption for vehicles made up to 2010.
  • Sergipe opened Refis terms for IPVA debts up to 2024 with up to 48 installments and as much as 90% off fines and interest, expanded ITCMD renegotiation with up to 60 installments and temporary rates of 3% on inheritances and 1% on donations, and set Refis enrollment to December 26; Belém separately offers up to 90% relief on municipal debts with online adhesion.
