Brazil Sets Phased Biometric Requirement for Social Benefits Starting Friday

Officials say the rollout targets fraud by pairing deadlines with exemptions, temporary data sources plus proactive outreach.

Overview

  • Beginning November 21, biometric registration becomes mandatory for new INSS retirement and BPC applications.
  • For Bolsa Família, unemployment insurance, the wage bonus, survivor pensions, temporary disability benefits and maternity pay, the requirement starts on May 1, 2026.
  • From January 1, 2027, some biometric record will be needed for renewals and new concessions, moving to a universal Carteira de Identidade Nacional mandate on January 1, 2028, with CNH and TSE records accepted during the transition.
  • Officials report roughly 84% of about 68 million beneficiaries already have biometrics, leaving about 11 million to be registered through active search and personalized messaging.
  • Exemptions include people aged 80 or over, migrants or refugees, residents abroad, those with mobility or health limitations, and residents of hard-to-reach areas, with temporary protections for certain INSS and Bolsa Família cases through April 30, 2026.
