Brazil Sets October Launch for National Mineral Policy Council Led by Mines Ministry

The council will issue infralegal rules to give the sector predictable, clearer oversight.

  • Announced in Rio on 24 September, Minister Alexandre Silveira said the CNPM will be installed in October under the Ministry of Mines and Energy.
  • Silveira described the body as a norm‑setting forum to correct distortions, strengthen governance, and increase predictability for the mining sector.
  • The council is slated to include 16 ministries along with representatives from civil society and academia.
  • The initiative follows Operação Rejeito on 17 September, which resulted in 15 arrests including senior ANM officials and an SGB administration and finance director who is also a Federal Police delegate.
  • Officials are elevating the agenda of critical minerals for the energy transition, with a national mineral policy text in preparation for completion by the end of the year.
