Brazil Sets New Hotel Check-In and Cleaning Rules, Effective December 15

  • The daily is defined as 24 hours and the cleaning window counts toward it but cannot exceed 3 hours, ensuring minimum room availability of 21 hours on arrival and departure days.
  • Cleaning must include full hygienization and replacement of bed linens and towels; guests may decline the service provided sanitary conditions are preserved, and no extra cleaning fee is allowed.
  • Hotels and other lodging businesses must disclose check-in, check-out and cleaning times at the time of booking, and may charge for early arrivals or late departures only if communicated in advance.
  • The government launched the FNRH Digital for online pre-check-in, which is available but not mandatory, and the rules cover formal lodging such as hotels and resorts, not peer-to-peer platforms like Airbnb; legal experts warn noncompliant operators risk consumer actions and fines.
