  • The final text of PLP 235/2019 creates a permanent collaborative structure among the Union, states, Federal District and municipalities to coordinate education policy.
  • New governance bodies include the Tripartite Intermanagers Commission (Cite) and state-level Bipartite Intermanagers Commissions (Cibe) to pactuate goals and minimum quality standards.
  • The law establishes the National Education Data Infrastructure (INDE) and a mandatory National Unique Student Identifier (INUE) using the CPF to centralize student records from preschool onward.
  • Financing rules regulate the Custo Aluno-Qualidade (CAQ), with the Education Ministry responsible for defining the methodology in agreement with federative entities.
  • Implementation deadlines require the commissions to be created within 90 days of publication and full rollout within up to two years after sanction.
