Brazil Seizes 91 Million Liters of Diesel as ANP Shuts Refit Refinery in Fraud Probe

Authorities point to imported fuel being passed off as domestic output, with additional seizures and legal measures expected.

Overview

  • Receita Federal, with Navy support, retained two shiploads carrying 91 million liters of diesel and 115 tonnes of additives valued at over R$ 290 million for forensic analysis.
  • ANP imposed a precautionary interdiction on Refit after inspections found no evidence of active refining, unauthorized tank use, higher‑risk storage and suspected misclassification of imports.
  • More than 100 samples of gasoline, diesel, nafta, condensate and additives were collected, and technical and financial‑flow analyses are pending.
  • Refit rejected the allegations, asserted lawful operations and said it will seek to overturn the shutdown once formally notified.
  • Regulators and industry report no immediate risk to supply as Petrobras’ Reduc can cover demand and the IBP set up a situation room to reroute volumes, while probes linked to Carbono Oculto and the PCC continue.
