Brazil Road-Safety Ranking Finds DF Safest, Amazonas Worst

Using seven Pnatrans-based pillars, the new IRIS assessment compares state performance, warning that low infraction counts may reflect weak enforcement.

Overview

  • The ONSV’s IRIS index assigns overall scores from 1 to 5 using governance, road quality, vehicle safety, education, health response, enforcement technology and mortality indicators, drawing on sources such as RENAEST and Detrans data.
  • Top results: Distrito Federal scored 4.00, followed by Rio Grande do Sul at 3.86, then Goiás, Paraná and Rio de Janeiro tied at 3.71, with São Paulo at 3.57.
  • Bottom results: Amazonas scored 1.86, with Pará at 2.14 and Amapá, Maranhão and Roraima at 2.29, reflecting a concentration of weaker outcomes in the North.
  • Ceará is tied for fifth nationally at 3.29; it ranks 20th in the education pillar with a score of 6.17 but is best in the Northeast for enforcement, placing third nationally at 3.47.
  • Pillar standouts include a governance score of 10 for DF and mortality indicators of 10 for both São Paulo and DF, and the report notes that fewer recorded infractions can signal limited oversight rather than safer driving.
