- The Ministry of Tourism’s portaria took effect nationwide on December 15, defining the diária as 24 hours with up to three hours reserved for cleaning, ensuring at least 21 hours of guest use.
- Hotels and other registered lodgings may set their own check-in and check-out times but must disclose them at reservation, with early arrival or late departure permitted and chargeable if communicated in advance.
- The cleaning allowance also applies during a stay, and guests may decline housekeeping provided sanitary conditions are maintained, according to the ministry.
- The government launched the FNRH Digital system for pre-check-in via gov.br or digital certificates, which is available now but not mandatory for travelers or establishments.
- The rules cover registered hotels, pousadas, hostels, flats and similar properties, exclude residential rentals via platforms such as Airbnb or Booking, carry potential fines or consumer actions for noncompliance, and are expected by an industry group to improve cost control and price competition.
