Overview
- The INSS published a portaria on Monday that formally broadens the requirement for biometric registration for most new benefit requests and treats applications filed from November 21, 2025 as subject to the rule.
- Applicants must prove biometrics exist in an official federal base such as the new CIN, the voter registry, or the CNH or else provide documentation or complete registration within 30 days or risk having their request closed.
- The rule includes explicit exemptions for people over 80, refugees and apatrids, Brazilians living abroad, those unable to travel for more than 30 days for health reasons, and residents of hard-to-reach areas, plus special procedures for some benefit types.
- Federal authorities are notifying citizens by WhatsApp and the Gov.br mailbox to activate the digital CIN in the Gov.br app after they receive the physical document, and more than 55 million people had already issued the CIN by mid-June.
- Transition deadlines aim to limit disruption: people with no biometrics are to obtain a CIN by January 2027, other phased alignments run through 2027–2028, and the old RG remains valid until February 28, 2032.
