Brazil Military Court Minister Rebukes STM President Over Dictatorship Apology

The dispute follows Maria Elizabeth Rocha's apology at a São Paulo memorial for Vladimir Herzog.

Overview

  • During an Oct. 30 plenary session, Tenente-Brigadeiro Carlos Augusto Amaral Oliveira objected to the apology and asked that his dissent be recorded in the minutes while the court president was absent.
  • He argued that Maria Elizabeth Rocha could not speak for the Superior Military Court, urged her to "study more" of the court's history, and called the remarks superficial with a political tone.
  • Rocha had asked forgiveness in her capacity as head of the Military Justice for judicial errors during the dictatorship at an interfaith ceremony in the Catedral da Sé on Oct. 25.
  • In her speech, she named victims and persecuted figures including Vladimir Herzog, Rubens Paiva, Miriam Leitão, José Dirceu, Aldo Arantes, José Genoino, Paulo Vannuchi and João Vicente Goulart.
  • There is no reported institutional resolution to the dispute, which underscores tensions between the court's civilian president and military-aligned ministers as she advances transparency measures such as transcribing audio from past secret sessions.
