Brazil Mandates Energy-Efficiency Standards for New Buildings in Phased Rollout

Overview

  • A federal resolution published on Sept. 30 makes minimum efficiency levels mandatory for new constructions, replacing the voluntary scheme in place since 2009.
  • Public buildings must meet label A starting in 2027 for federal works, in 2028 in Rio Grande do Sul, in 2032 for states, and in 2035 for municipalities with over 100,000 residents.
  • Private projects must reach label C beginning in 2030 in cities above 100,000 residents and in 2040 for those above 50,000, with social housing under Minha Casa Minha Vida included from 2030.
  • Proof of compliance becomes a condition for building permits and completion certificates, with public procurements required to demand label A and typically involve certified consultants.
  • The private sector may use technical self-declaration subject to Inmetro sampling and a review by 2035, the rule applies only to new builds, and a 12‑month national support and monitoring plan will be launched.
