Brazil Fuel Adulteration Tied to PCC Intensifies as Tests Flag High Noncompliance

Independent findings diverge from ANP's low irregularity rate, spotlighting extensive fraud under budget‑strained oversight.

Overview

  • ICL’s Cliente Misterioso collected 2,229 samples in 13 states from January to August and found 34% of gasoline and 15% of diesel and ethanol out of standard, with issues concentrated in SP, RJ, MG, PR, MT and BA.
  • Operation Carbono Oculto traced more than 10 million liters of methanol diverted through the port of Paranaguá and documented gasoline blends with methanol reaching about 50%, far above the 0.5% limit.
  • Investigations link the PCC to a fuel network exceeding 1,000 establishments that moved roughly R$50 billion between 2020 and 2024, with six ethanol-producing plants in the Ribeirão Preto region tied to members.
  • ANP reports 96.8% national conformity through August and about 3% irregularities after 6,300 inspections this year, while seeking a larger 2026 budget as the current proposal would cut its request nearly in half.
  • Frauds include adding methanol to gasoline and ethanol, cutting biodiesel content in diesel and tampering with pumps, causing engine damage, higher consumption and pollution, with 170 million liters of off‑spec diesel flagged in 2023.
