Brazil Extends Age Ratings to All Apps, Creates New 6-Year Category

The move implements the ECA Digital law to warn families about online interactivity risks at download.

Overview

  • Justice Minister Ricardo Lewandowski signed a portaria that brings formal age classification to applications of all types, including electronic games and non‑audiovisual apps.
  • The rule adds a 6-year rating between "general" and 10 years to signal content not recommended for children under six.
  • Age labels will be shown in app stores at the moment of download to alert parents to features that enable contact with unknown adults or interactions with artificial intelligence.
  • Officials cast the measure as consolidating the newly sanctioned ECA Digital law, which requires reliable age verification, guardian-linked accounts for users under 16, rapid removal of abusive content, fines up to R$50 million, and potential suspension of noncompliant platforms.
  • The announcement also included an update to the Pacto Nacional Pela Escuta Protegida and the launch of the Programa Famílias Fortes within the Crescer em Paz strategy.
