Brazil Expands INSS Backlog Program to Cut Benefit Wait Times

  • President Luiz Inácio Lula da Silva published Medida Provisória 1.369/2026 on Friday that immediately lowers the PGB inclusion threshold from 45 days to 30 days and adds cases with expired judicial deadlines.
  • The MP amends Law 15.201/2025 so administrative processes waiting more than 30 days and processes where court-ordered deadlines lapsed can enter the Programa de Gerenciamento de Benefícios for prioritized handling.
  • The government says the change will expand the INSS’s operational reach without extra spending by using existing budget lines and productivity payments for staff and federal examiners.
  • Productivity incentives in the program pay R$68 per extra process for INSS servers and R$75 per extraordinary medical exam for peritos to accelerate clearance of accumulated cases.
