Overview

  • The law was sanctioned by President Luiz Inácio Lula da Silva on October 31 during a ceremony at the Palácio do Planalto.
  • It creates the Identificador Nacional Único do Estudante, linked to the CPF, enabling real-time tracking of each learner from early childhood through university.
  • A National Education Data Infrastructure will unify records from federal, state, district and municipal systems on a single platform.
  • New tripartite and bipartite intermanager bodies (CID and CIB) will coordinate planning and execution across governments, mirroring Brazil’s cooperative health system model.
  • The framework sets goals such as eradicating illiteracy, equalizing opportunities and valuing education professionals, and it includes specific provisions for indigenous, quilombola, ribeirinha and other traditional communities.
