Brazil Declines Provisional Antidumping Duties on Argentine and Uruguayan Milk Powder

Officials ruled that imports did not harm local producers after redefining the comparable product, leaving the probe active until a final ruling in November.

Overview

  • Circular No. 62, issued August 11, marks Brazil’s preliminary decision not to impose provisional antidumping duties on milk powder from Argentina and Uruguay.
  • The Department of Defesa Comercial based its ruling on a technical revision that defines the “like product” as domestically produced milk powder rather than fresh milk.
  • Argentina shipped approximately US$330 million of milk powder to Brazil in 2023–24, totaling 90,000–95,000 tonnes annually and accounting for 30–40% of its powder exports.
  • Argentine government agencies and private firms such as Mastellone, Las Tres Niñas, Noal and Gloria Argentina provided data and analyses that influenced the Decom’s evaluation.
  • The antidumping investigation will proceed through data submissions and technical analyses ahead of a final determination scheduled for November 10, 2025.
