Brazil Clears R$50 Billion Pecém ZPE Data Center as Omnia, Casa dos Ventos Outline Plan

Operation is targeted for 2027 pending the environmental installation license.

Overview

  • The federal CZPE issued authorization for data-export services at a planned facility in the Pecém export-processing zone in Ceará.
  • Omnia, a Pátria platform, will develop, build and operate the site, investing about R$11–12 billion, while Casa dos Ventos plans roughly R$3.5–4 billion in dedicated wind parks to supply power.
  • Partners expect construction to start in 2025 with operations beginning in the second half of 2027, subject to the Semace installation license.
  • Market reports identify ByteDance as the primary client responsible for most IT equipment spending, though the company has not publicly confirmed its role.
  • Coverage diverges on planned power capacity at 200–300 MW, which would make it the country’s largest single-client data center, with dedicated renewable energy and water-reuse cooling technology.
