Overview
- Law 15.428/2026 is now in force and allows automatic renewal of the Carteira Nacional de Habilitação for drivers who enroll in the Registro Nacional Positivo de Condutores and have no infractions in the prior 12 months.
- The Senate preserved mandatory medical and psychological exams and set age limits that bar drivers 70 and older from the automatic-renewal model while limiting use for those aged 50 to 70.
- Drivers must opt into the RNPC through the Carteira Digital de Trânsito app or the Senatran portal to be eligible for automatic renewal and undergo standard eligibility checks before the benefit is applied.
- The law permits issuing the CNH exclusively in digital form and follows December 2025 training reforms that removed mandatory autoescola classes, cut practical-hour requirements, and allowed autonomous instructors and private vehicles for training.
- Transport Minister George Santoro said the government plans to add used-car purchase and sale functions to the CNH do Brasil app, a proposal that is still in preparation and will go to public consultation before any change is implemented.
